Yes, it's completely 'portable' and that's the true beauty of this particular version, so you can run it from a USB flash drive from any computer (like helping a friend over at their place to make some graphics or tweak their Facebook pictures) or run it from even a backup drive.

Just remember, if you decide to move the Photoshop folder after making a shortcut, you'll have to edit that shortcut to point where the folder has moved - or simply delete the old shortcut and just make a new one. You can also right click again over the PS icon/file and 'Create a shortcut' to place a shortcut anywhere you'd like (such as on your desktop, or taskbar, or start menu (which sucks if you're using Windows 10 without tiles because you dislike tiles like I do).
